India accounts now see amounts in rupees first

For accounts in India, amounts across Billing now show in rupees first, using Indian number grouping, with the US dollar amount you are actually charged next to it. A short note shows the rate used and its date, for reference.

You'll see it on your plan, invoices, payment history, Buy credits and Meta charges. Everyone else sees US dollars, as before.
